It was only on January 13, 2025, 14 months after the Common Universities Act came into force, that Smitaben Joshi, Hiren Jadhav, Ashish Amin and Shwetal Sutaria were appointed as nominee members. Before the arrival of new nominees, 10 were appointed one after the other. For 14 months, the government did not appoint a nominee syndicate member. During this time, Neerja Gupta called separate syndicate meetings and appointed temporary employees one by one in each meeting with a salary of lakhs of rupees. In the Board of Management meeting held on December 9, 2024, a resolution was passed to appoint a Legal Officer and Director of IIS. The then BJP MLA and former BOM member Kaushik Jain was present in the meeting of the Board of Management but he too did not protest or make a representation to the government.
