Three ELU Reports to Guide Connected Growth: From Mapping by MMRDA to Master Plan: Mumbai 3.0-4.0 ELU Reports Completed

MMRDA has completed three existing Land Use (ELU) Reports, which establish the spatial foundation for better connectivity, employment opportunities, affordable housing, and improving the quality of life in Mumbai 3.0 and Mumbai 4.0. The exercise was completed in a record two-and-a-half months, underscoring the priority given to accelerate the planning programme of the region. These reports include the Northern Extended Proposed Area (ENA) in KSC New Town, Palghar and the Southern ENA in Raigad, which includes Alibaug. Together, they cover an area of about 2,008 sq km in 565 villages. The exercise was led by the Metropolitan Commissioner, MMRDA, Dr. Sanjay Mukherjee along with Deputy Chief Minister Sunetra Ajit Pawar; Ministers Mangal Prabhat Lodha, Advocate Ashish Shelar, Jaykumar Rawal, Sanjay Savkare and Uday Samant; and handed over the reports to Chief Minister Devendra Fadnavis at the Invest Maharashtra launch in the presence of other dignitaries. The three reports, supported by cadastral records and field verification, use advanced geospatial technologies, including aerial LiDAR, high-resolution imagery, DGPS ground control, and GIS mapping. Together, these provide a detailed understanding of colonies, terrain, infrastructure, natural systems, and land-use patterns. Maintaining a balance with elasticity This creates opportunities for planned urban, logistics, commercial and industrial development while balancing agricultural land, environmental resources, and climate resilience.
